I went through OpenAI’s own developer documentation and its ad policies, and here is the honest picture, with a measurement lens because that is where most of the money leaks.

Where can you run ChatGPT ads?

As of early September 2026, OpenAI’s official availability list shows more than 50 countries as available for self-serve, with no country left on a coming-soon status. That includes the United States, the United Kingdom, Canada, Mexico, Australia, New Zealand, the full EU and EEA, Japan, Korea, India, Brazil, and a large block of MENA markets. If your country is not on the list, self-serve is not open there yet, but you can create an account and get notified.

You reach the Ads Manager at ads.openai.com with a normal OpenAI login. Ads only show to people on the free and Go tiers. Paid tiers like Plus, Pro, Business, and Enterprise stay ad-free.

What does a campaign cost?

You pay per click, and the entry budgets are low. Billing supports both cost per mille and cost per click. What you should watch is the bidding. The default strategy, Maximize results, gives you no fixed commitment on CPA, CPC, or ROAS. Your only real ceiling is a manual maximum bid. As a rough orientation, OpenAI’s own guidance for the US market is a starting bid of 3 to 5 US dollars per click. European click prices are not published, so early on you steer more through budget than through a reliable CPC expectation.

How do you control delivery?

The logic is different from Google. ChatGPT places ads based on conversation topics, not classic keywords. You describe the contexts where your product would be a genuinely useful suggestion, and the system matches against the live conversation.

On top of that sits geo targeting. OpenAI’s developer documentation lists country, region, and metro area as the geo levels, and some market interfaces already go finer. What is missing is real radius targeting and any kind of scheduled delivery. You can, however, exclude individual platforms like the iOS app, the Android app, or web.

What are the setup traps?

Two things you should know before you hit start.

First, some fields are permanent. Company name, industry, location, and currency cannot be changed after you create the account. Get one wrong and you are creating a new account.

Second, automatic text adaptation is on by default. That means the AI can generate personalized and translated versions of your headlines and descriptions and serve them without your review. For a brand that is risky. Turn it off first, measure cleanly, and only switch it back on once you trust the output. To deliver at all, you also need billing set up and an account logo uploaded.

How do you measure what the channel brings in?

This is my core topic, so I look closely here. OpenAI offers conversion measurement through a browser pixel and a server-side Conversions API, tied together by a shared event ID so the same conversion is not counted twice. Since mid-August there is also a separate column for view-through conversions with a one-day window that does not feed CPA or bidding.

Two points matter.

First, privacy. The pixel defaults to active measurement. If you install it without proper consent handling, it fires before consent is given. Anywhere consent is legally required, that is the difference between clean and exposed. The same rules apply that I describe for server-side tracking.

Second, the reporting. You see impressions, clicks, spend, click-through rate, average cost per click, average cost per mille, and conversions. What you do not see is a return on ad spend or a conversion value in the classic sense. So you have to measure what actually comes out the other end yourself, instead of trusting a value column. That is the same mistake I warn about with ROAS as a steering metric, and it starts with the conversion tracking most accounts get wrong.

Who can advertise, and who cannot?

During the current test phase, ads are focused on consumer verticals such as lifestyle and household goods, local services, travel and experiences, and digital products or education. Political ads are not allowed. Legal services are excluded, and ads for health and financial services outside the US are generally prohibited under OpenAI’s ad policies. If your business sits in a regulated category, check eligibility before you plan around the channel.

Is a test worth it for your business?

For local services, retail, and travel, a small controlled test is reasonable now. The channel is bookable, entry budgets are small, and collecting your own numbers early means you understand the format before most competitors do. Three things belong in place before the first dollar:

  • Turn off automatic text adaptation and review every headline and description yourself before it goes live.
  • Set a small daily budget and a manual maximum bid instead of letting Maximize results run blind.
  • Set up measurement cleanly. A new channel is only worth testing if you can see what it returns, which needs consent, server-side measurement, and clean conversion definitions.
